The LAW was the result of a necessary evolution of the old United Nations - effectively a representation of all countries and peoples on the planet in a central, governing body, whose sole purpose was and is the greater survival of Humanity and the biosphere. They have been the most effective and unified government humanity has ever had. Yet their primary goal has overwhelmed some in power and limited their vision. Massive internal and external surveillance goes on. Prone to use force and supression rather than peaceful negotiation and compromise. They feed the populations xenophobia and use their hate to control them and produce better soldier/citizens.

Yet in their way they give people more freedom than they have ever had. To a large extent the GECCTT society is paradise. As long as the primary law is held the LAW rarely interfers with the populus. After all, nearly everything is legal, under the right circumstances.

A benevolent dictatorship.

Many early historical human problems have been addressed by The Law. Violent crime is no longer a problem, as such. It has been directed - want to fight and rob? Join a gang in the boreholes, and for those who continue to push against their allowed boundaries, the highest level of the LAW forces make most gangs pale to insignificance. Remember, these are people who were the most powerful gangs, they followed orders and prospered, they learnt and matured internally, thus doing a full circle - the most physically and strategically adept, yet the most controlled and least likely to be provoked into uneccessary or unreasonable actions.

Everyone who lives under the LAW gets minimal society security. Enough to survive. Living space, food, access to the net, medical coverage but no luxuries and no reconstruction after death. These must be earned. People are paid for their contribution to society and encouraged by pride and respect.

People must be altruistic, or suffer the consequences. Everyone who breaks the rules in the LAW's territory will be found out. The Omninet's nanotech surveillance covers everything. It is much easier and less limiting to obey the rules or keep out of the LAWs way. Don't bother the LAW and it won't bother you.

The Omninet databases make everything easier. Cars can be set on autopilot and automatically follow the roads, avoid collision(as they know where the other cars are), are timed to get every green light. Groceries can be automatic as soon as they run low. And far from least important is the possibility of the media noticing you and making you famous for doing what you do.

The surveillance net also helps keep the LAW accountable and honest. Most government activity can be accessed by the general populus and the Hackers and Media try to keep an eye on what can't.

The main problem the LAW has is the Hackers and others who use knowledge as their form of power. The LAW is a government that rules (like all others) through (effectively) a monopoly of force but most importantly through its massive information nets. They also have have massive production and mind control resources and influence.

The corporations and media obey the LAW. They know they need to in order to survive, but their own intrests are always first.
